Digital Camcorders Store

I want to buy the cheapest camcorder / digital video camera possible. I don’t know the technical lingo, but what are the minimum technical specification for descent smooth video, not one of those videos that shows choppy movement I see on youtube.

I am planning to buy a camcorder - so please let me know what are technical specifications needs to be looked for while selecting a camcorder. Also please let me know the best camcorder available in market at a reasonable price of 400 -500 USD .
